At the Jobcenter and Arbeitsagentur in Germany: Every Phrase You Need to Navigate the System

Two offices, similar names, completely different purposes. Whether you've just lost your job, arrived in Germany looking for work, or need to understand what benefits you're entitled to, this guide gives you the exact German vocabulary, the critical deadlines, and the phrases that get you heard — and understood — in both institutions.
The German employment system is administered by two separate bodies that are easy to confuse. The Bundesagentur für Arbeit and its local offices, called Arbeitsagenturen, handle unemployment insurance for people who have worked and paid into the system. The Jobcenter handles social benefit support (Bürgergeld) for people who have exhausted unemployment insurance or who were never eligible for it.
Walking into the wrong office wastes time. Understanding what each one does — and knowing what to say once you're there — is the difference between a productive appointment and being sent somewhere else with a piece of paper and a confused expression.

Two offices — which one do you need?
This is the most important section to read first. Going to the wrong office is a very common mistake — and it costs time you may not have.
Office 1

- You paid into Arbeitslosenversicherung (unemployment insurance)
- You want to claim Arbeitslosengeld I (ALG I)
- You are looking for a job and want career counselling

- You are a skilled worker seeking recognition of foreign qualifications
Office 2
Jobcenter
(Bürgergeld / SGB II)
- Your ALG I has run out or you were never eligible for it
- You have very limited income and savings
- You want to apply for Bürgergeld (formerly Hartz IV)
- You need help with rent (Kosten der Unterkunft)
- You are long-term unemployed
- You have dependants and need a family support assessment
Quick test: Have you worked in Germany for at least 12 months in the past 30 months and paid contributions? If yes → Arbeitsagentur for ALG I. If no, or if your ALG I has run out → Jobcenter for Bürgergeld. When in doubt, start at the Arbeitsagentur — they will redirect you if needed.
The naming confusion
Both offices are sometimes called "das Arbeitsamt" in everyday speech — an old informal term for the employment office that predates the current system. If someone tells you to "go to the Arbeitsamt," they probably mean the Arbeitsagentur. But confirm which one applies to your situation before booking an appointment.

Critical deadlines — do not miss these

Register as job-seeking — IMMEDIATELY after receiving notice
The moment you receive a Kündigung (dismissal notice), you must contact the Arbeitsagentur within 3 days to register as arbeitssuchend (job-seeking). You can do this by phone, online, or in person. This is separate from registering as unemployed.
Deadline: 3 days after receiving Kündigung

Register as unemployed — on the first day of unemployment
On the day your contract ends (your last day at work), you must register as arbeitslos (unemployed) either online via arbeitsagentur.de, by phone, or in person. Late registration results in loss of benefit days.
Deadline: Day 1 of unemployment. Every day late = one benefit day lost.

Apply for ALG I — as soon as possible after registration
The application can take several weeks to process. The earlier you apply, the earlier payments begin. Applications can be submitted online. The benefit is not automatic — it must be applied for.
Apply immediately — processing takes 2–6 weeks

Bürgergeld application — when ALG I runs out or is not available
Apply at your local Jobcenter. Bürgergeld covers basic living costs and can also include rent support (KdU). Processing typically takes 4–6 weeks — plan ahead, do not wait until you have no money left.
Apply before your savings are exhausted — not after

Report any change of circumstances — immediately
If you find a job, your income changes, you move, your household composition changes, or anything else material changes — you must report it to the relevant office immediately. Failure to do so can result in overpayment demands and legal consequences.
Report changes within the same week — no exceptions
Sperrzeit — the voluntary resignation trap
If you resign from your job voluntarily (Eigenkündigung) without a compelling reason, the Arbeitsagentur can impose a Sperrzeit — a blocking period of up to 12 weeks during which you receive no ALG I. This also reduces your total entitlement period. There are exceptions (serious workplace misconduct by employer, relocation for a partner's job, health reasons) — always speak to a Beratungsstelle (advice centre) before resigning.

Preparation tip
Bring originals of everything — and copies of everything. German administrative offices frequently ask to keep a copy. If you don't have copies, they will usually make them on-site, but this slows the appointment. Arrive with a complete, organised folder. It signals reliability, which caseworkers notice and respond to positively.

With the caseworker — the core appointment
The caseworker (Sachbearbeiter/in) handles your file. They are civil servants following rules — not adversaries. Being cooperative, organised, and honest produces the best outcomes. Combative or evasive behaviour achieves nothing and can trigger additional scrutiny.

Understanding the decision — what comes in the post
After your application, you will receive a Bescheid — an official written decision — by post. This is one of the most important documents you will receive, and understanding it is essential.

Where to get help with a rejection
If your application is rejected or you receive a Sperrzeitbescheid you believe is unjust, do not simply accept it. Contact a Sozialberatung (social advice centre), the VdK (social welfare organisation), or a Gewerkschaft (trade union) if you're a member. Many offer free advice on unemployment benefit matters. You have 4 weeks to file a Widerspruch — use them.

Job search obligations — what you must do
Receiving ALG I or Bürgergeld comes with obligations. Failing to meet them can result in sanctions — temporary benefit reductions. Knowing what is expected prevents unpleasant surprises.

Your rights — know them and use them
Your rights at the Arbeitsagentur and Jobcenter

You have the right to a written decision (Bescheid) on any application. Verbal responses alone are not sufficient.

You have the right to appeal (Widerspruch) any decision within 4 weeks of receipt. The Rechtsbehelfsbelehrung at the end of every Bescheid explains this.

You have the right to view your own file (Akteneinsicht). You can request to see everything the office holds on you.

You have the right to bring a person of trust (Vertrauensperson) to any appointment — a friend, family member, or adviser.

You have the right to interpret assistance. If you cannot adequately communicate in German, the office must accommodate this. Request it explicitly.

You have the right to data protection. Your information cannot be shared with third parties without legal basis.

You have the right to respectful treatment. If you experience discriminatory behaviour, you can file a complaint (Beschwerde) with the office's supervisory body.

Cultural note — tone and approach
German administrative culture values precision, patience, and process. Raising your voice, becoming emotional, or demanding exceptions to rules generally achieves nothing.
